A couple of comments here.  1) Foreigners cannot apply for immigrant visas to come to America.  They must line up a sponsor and the sponsor must apply for the visa for them.  Even so, the visa application must be completed in English--Chinese language forms would not be accepted.

2) Not everyone in China is prospering,  Yes, the growth of the Chinese economy has been truly miraculous but the Chinese population is so huge that the benefits of that growth have not been evenly distributed.  The highest paying job my ex-wife had while she lived in China paid about $4,200 per year.  That's why she wanted to move out.  Keep in mind that her job was not some equivalent to minimum wage, she was a corporate training for an engineering consulting company and she had a college degree.  I also hasten to add, that my ex-wife was also fluent in English
